政府注資四億八千萬，資助二十名學生出外留學，回港後擔任教師，被批評「倒錢落海」。教育局局長吳克儉預計，會資助二○一四年的中學文憑試考生，到海外攻讀英國語文及幼稚園教育學位，但亦不排除其他科目。
