補習 Schools that agreed to reduce the number of Secondary One places through the "2-1-1" scheme have generally received fewer applications for discretionary places. Those that did not follow suit found themselves handling either the same number or slightly more than last year. Applications for discretionary places for the next school year began on January 3 and closed yesterday. The government expects the number of Secondary One students in 2013-14 to fall to 59,700 - from 65,100 last year - and to 54,100 in 2016-17. As a result, reductions in class sizes over the next three years will be made through either the "2-1-1" - with two students being shed in the first year - or "1-1-1" systems. According to the Education Bureau, 71 English-medium schools chose the former and 27 the latter. Another 21 did not join either scheme. Among "2-1-1" schools with fewer applications were Munsang College (Hong Kong Island) and Wah Yan College Hong Kong.
